Md. Motasem Billah, currently serving as the administrator of Nagad, one of Bangladesh’s leading mobile financial service providers, has been promoted to Executive Director—the highest regular position at Bangladesh Bank. The promotion was confirmed by the central bank on Thursday.
Before heading Nagad in February 2025, Motasem Billah was Director of the Banking Inspection Department at the Chattogram office of Bangladesh Bank. He joined the central bank in 1999 as an Assistant Director and has held key roles in departments including Banking Inspection, Payment Systems, Offsite Supervision, and the Central Bank Strengthening Project.
During his tenure, he played a pivotal role in modernising Bangladesh’s payment ecosystem, contributing to initiatives such as the national card scheme TakaPay, NPSB migration, the Cashless Bangladesh programme, and the rollout of Bangla QR. Under the World Bank-supported Central Bank Strengthening Project, he also enhanced the bank’s IT infrastructure, human resource capacity, and business process efficiency.
Since taking charge of Nagad, he has overseen significant growth and transformation. Transaction volumes nearly doubled within a year, and the platform expanded its service range while improving technology and customer experience.
Motasem Billah holds a BBA and MBA from the University of Chattogram and a master’s degree in development studies from the University of Dhaka. He has also attended numerous international trainings on banking regulation, project management, business process re-engineering, and digital payments.
His elevation is seen as a recognition of his long-standing contributions to both Bangladesh Bank and the country’s digital financial sector.
