Budget Needs Clear Execution Plan: Economist

Calls for quarterly progress reports as government targets economic stability through reforms and market-based financing

The government should prepare a clear roadmap for implementing the proposed national budget, as concerns remain over its execution capacity, economist Hossain Zillur Rahman said on Saturday.

Speaking at a discussion on the proposed national budget organised by the Centre for Policy Dialogue (CPD) in Dhaka, Rahman stressed the need for greater transparency and accountability in budget implementation.

He suggested that the government publish a progress report every three months, allowing citizens to track how effectively budget measures are being carried out.

Addressing the same event, Finance Minister Amir Khosru Mahmud Chowdhury said the country’s fragile economy may take up to two years to stabilise, while broader prosperity could emerge in the fourth and fifth years.

He said the government has already initiated key reforms, including separating tax policy formulation from implementation. Under the new approach, an expert panel will be responsible for designing tax policies, while bureaucrats will focus on execution.

The finance minister also announced a Tk 800 crore allocation for the creative economy. The fund will support sectors such as theatre, sports and music through loans, helping integrate them into mainstream economic activities.

To finance the budget, the government plans to rely more on market-based instruments, including bond issuance, in an effort to reduce dependence on borrowing from the domestic banking sector, he added.
