The National Board of Revenue has simplified the licensing process for shipping agents by scrapping the requirement for written and oral examinations, a move aimed at streamlining customs-related services at ports.
Under the revised framework, shipping agent licences linked to customs stations at seaports and inland river ports will now be issued solely on the basis of submitted documents, provided applicants meet the eligibility criteria.
The changes were formalised through the “Shipping Agent Licensing Rules 2025,” issued on December 30. The new regulations were subsequently published on the NBR’s website and announced through an official statement on Friday.
Officials said the revised rules are expected to reduce procedural delays and make the licensing process more efficient, supporting smoother port operations and trade facilitation.
