A Chinese energy company has accused vested quarters of manipulating the coal procurement process for the 1,320-megawatt coal-fired power plant in Patuakhali.
In a letter to the Chief Adviser’s Office on August 21, Yongtai Energy Pte Ltd alleged that “unlawful negotiations” and procedural breaches took place while selecting a coal supplier for the plant, operated by RPCL-Norinco International Power Limited (RNPL). The firm called for an independent investigation by a legally empowered committee.
Sources said the Power Division has already formed a committee to probe the allegations.
According to the complaint, restrictive tender terms and questionable design choices have long stalled coal procurement at the plant. Over the past four years, RNPL floated tenders four times but failed to finalise any competent supplier.
Yongtai Energy claimed these repeated failures reflected “mismanagement and manipulation” that could jeopardise the country’s power security if left unaddressed.
